Ms. Sun Min LEE, esq

Independent Director

Ms. Sun Min LEE, esq is a New York licensed international lawyer with a J.D. in Common Law from the University of Victoria, LL.M. in Civil Law & International Investment Law from Peking University, and an LL.M. in Public and Private International Dispute Settlement (International Arbitration & Mediation) from the Graduate Institute Geneva. She also has a certification in International Legal Mergers & Acquisitions from the International IMMA Institute and as an Approved Person in the Trust Sector from the Cambodian Trust Regulator.

Ms. LEE also was the Chairperson of the AML Committee of Kookmin Bank Cambodia and is now the Chairperson of the Audit Committee as an Independent Director at KB PRASAC Bank, Chairperson of the Legal Committee at KoCham and Inaugural Council Member at the Cambodia Institute of Directors. She is currently Head of the Korea Desk at Bun & Associates, a Legal Advisor to the Korean Embassy, a Global Regional Expert in Investment for KOTRA and a M&A Lecturer at RULE.

As a previous investment lawyer, “Business Women to Watch”, “Tatler’s Top 8”, “Top 100 Business Influencers” and entrepreneur, she has also consulted for multinational luxury brands on their Chinese entry and expansion strategy. Ms. Lee’s cross-jurisdictional, cross-cultural and cross-sectoral experience allows her to holistically navigate the nuanced requirements and realties of companies in emerging markets by assisting, advising and advocating across public and private stakeholder relationships with a legally and commercially attuned approach.

Mr. Jaehong PAK

Independent Director

Mr. Jaehong PAK is an Independent Director of the Board of Directors of KB PRASAC Bank Plc. He is working as an auditor and senior consultant at a Korean accounting firm in Cambodia. He will be sharing his expertise in auditing and consulting with his knowledge and experiences gained from working with a variety of industries.

He studied in the USA from the early years getting secondary education in Western New York State region and tertiary education there in Rensselaer Polytechnic Institute in New York State capital region. He has MBA degree from Charles Sturt University, New South Wales, Australia.

He has been living in Cambodia for more than 13 years, with his experience and understanding of Cambodia will work for the better of KB PRASAC Bank

Mr. CHAN Sophal

Independent Director

Mr. CHAN Sophal is currently Executive Director of the Centre for Policy Studies (CPS), a Cambodian think tank providing research and consulting services in the areas of economic development, mainly in agriculture, land and labor issues.

For a progressive career over the past 28 years, he has been researcher and manager in various institutions including World Bank, Leopard Capital, USAID funded project called HARVEST, World Food Program, Cambodia Development Resource Institute (CDRI), and Ministry of Agriculture, Forestry and Fisheries.

Mr. Sophal received an MSc in Agricultural Economics from the University of London, Imperial College at Wye, UK, after he completed Bachelor courses in Agribusiness from University Queensland, Gatton College, Australia and Diploma in Hydrology from National Institute of Agriculture Prek Leap.

Mr. Hyunrae KIM

Director

Mr. Hyunrae KIM is an experienced banking executive with a Bachelor’s degree in Economics from Sejong University, Korea. He has nearly three decades of expertise in strategic planning, business coordination, and international banking.

He began his career at Kookmin Bank and progressively took on key leadership positions. From 2015 to 2016, he served as the Team Head of the Strategy & Planning Department at Kookmin Bank in Seoul, Korea. He was later promoted to General Manager of the Planning & Coordination Department since 2017, where he played a crucial role in aligning corporate objectives with business operations.

From 2021, Mr. Kim was appointed as General Manager of Kookmin Bank in Hanoi, Vietnam, where he successfully led the bank’s regional business expansion, strengthening its presence in the Southeast Asian market.

Since February 2025, he has been appointed as EVP & Deputy CEO of KB PRASAC Bank Plc. in Cambodia, bringing his extensive experience to drive growth and operational excellence.

Mr. RY Vanna

Director

Mr. RY Vanna holds a Master’s Degree in Business Administration with a major in Finance and Banking, along with a Bachelor’s Degrees in Business Management and Law. He has also completed numerous local and international training programs and workshops in microfinance operations, leadership, and management.

With more than 20 years of professional experience in sales and branch management, Mr. Vanna began his career in 1999 as a Credit Officer. Over the years, he has advanced through a range of senior roles, including Chief Credit Officer, Branch Manager, Regional Manager, Social and Environmental Coordinator, and Board Member in a microfinance institution.

In 2011, he joined PRASAC Microfinance Institution as Vice President and Sales Support Manager, and in 2012, he was appointed Vice President and Manager of the Credit Department. In 2021, he was promoted to Executive Vice President and Chief Business Officer of KB PRASAC Bank Plc.

In recognition of his outstanding leadership and significant contributions to the Bank’s growth and development, Mr. RY Vanna was appointed President and Chief Executive Officer in January 2026.

Mr. OUM Sam Oeun

Director

Mr. OUM Sam Oeun holds a Master’s degree in Business Administration specializing in banking and finance and obtained a Diploma in Accounting and Commerce in 1988 and also holds a Bachelor’s degree in Business Management in 1995. He has attended several training courses related to microfinance operations and management.

Since 1995, he has worked with the PRASAC credit program. He was promoted to Deputy General Manager of PRASAC MFI in early 2007. He was also a member of the Board of Directors of PRASAC Microfinance Institution from 2004 to 2017. Since 2011 he has worked in the position of Executive Vice President & Chief Operations Officer. From 2021 to 2025, he held the position of President & Chief Executive Officer of KB PRASAC Bank Plc.
