Job Location:
- Head Office, Phnom Penh
Main Duties and Responsibilities:
- Lead security risk assessments for IT systems and digital platforms.
- Plan, coordinate, and oversee cybersecurity assessments, penetration tests, and vulnerability scans.
- Conduct security risk assessments and provide actionable recommendations for mitigation.
- Develop and maintain security policies, procedures, and standards in alignment with organizational and regulatory requirements.
- Manage cyber incident response and coordination
- Plan and conduct cybersecurity exercises and testing simulations.
- Lead cybersecurity awareness and training programs.
- Monitor emerging threats, vulnerabilities, and cybersecurity trends to inform security strategy.
- Manage, mentor, and develop cybersecurity assessment staff.
- Ensure that cybersecurity assessment processes follow industry best practices (e.g., ISO 27001, NIST, PCI-DSS).
- Performs other tasks required by management.
Key Selection Criteria and Qualification:
- Bachelor’s / Master’s degree in Information Technology, Computer Science, Cybersecurity, Information Security, or a related field.
- Minimum 7–10 years of experience in cybersecurity, risk assessment, or IT security management, or related areas.
- At least 3 years in a managerial or supervisory role, preferably within a bank, financial institution, or other highly regulated organization.
- Relevant Strong knowledge of cybersecurity frameworks, standards, and regulatory requirements (ISO 27001, NIST, PCI-DSS, GDPR, etc.).
- Preferred certifications: CISSP, CISM, CRISC, CEH.
- Experience in vulnerability assessments, penetration testing, and risk management.
- Effective communication skills for technical and non-technical audiences.
- Project management experience in cybersecurity initiatives is a plus.
- Good at English speaking, writing, and listening.
- Good personal characteristics, including soft, friendly, and good communication skills, and the ability to work in a team spirit.
